Inclusive Learning Assessment and Evaluation Journal (MEAI) is an interdisciplinary, peer-reviewed, open-access scientific journal dedicated to the dissemination of original research articles, review articles, and academic essays related to assessment, measurement, accessibility, and inclusion processes within learning environments.
MEAI aims to promote the generation and dissemination of scientific knowledge that contributes to educational quality, equity, inclusion, and evidence-based decision-making in educational and social contexts, with special emphasis on Latin America and other developing regions.
MEAI prioritizes interdisciplinary research integrating educational, technological, social, legal, and humanistic perspectives, provided that such studies maintain a direct relationship with learning assessment, educational inclusion, accessibility, measurement processes, or educational evaluation.
Its mission is to strengthen academic discussion and scientific innovation around inclusive learning assessment through rigorous, ethical, and internationally oriented research.
MEAI publishes scientific contributions related to the following thematic areas:

MEAI conducts its editorial processes under a double-blind peer-review system and in accordance with principles of scientific integrity, editorial ethics, transparency, and academic independence.
All manuscripts are evaluated exclusively according to their scientific quality, originality, methodological rigor, thematic relevance, and contribution to academic and scientific knowledge.
MEAI adopts a diamond open-access model, guaranteeing free, immediate, and unrestricted access to all published content without charging submission, evaluation, processing, or publication fees.
MEAI maintains a semiannual publication frequency under a continuous publication model with permanently open calls for manuscript submissions.
MEAI publishes two issues per year:
First issue: from January 1 to June 30.
Second issue: from July 1 to December 31.
Within this model, accepted articles are published continuously once they successfully complete all editorial and peer-review stages.
The issues corresponding to 2024 and 2025 were published under an annual publication frequency. Beginning in 2026, MEAI officially adopted a semiannual continuous publication model in order to strengthen scientific dissemination, optimize editorial timelines, and increase the academic visibility of published works.
The editorial process of MEAI is conducted entirely in electronic format, following principles of scientific quality, editorial transparency, and academic integrity in accordance with international standards and best editorial practices.
The process includes the following stages and approximate timelines:
Estimated time: 7 to 15 days.
At this stage, MEAI verifies the manuscript’s thematic alignment with the journal scope, compliance with editorial guidelines, academic writing quality, and overall manuscript integrity.
Estimated time: 20 to 45 days.
Manuscripts that pass the initial evaluation are sent to specialized external reviewers, ensuring scientific rigor, originality, methodological validity, thematic relevance, and academic significance.
Estimated time: 10 to 20 days after acceptance.
Accepted manuscripts undergo copyediting, technical review, editorial layout, typesetting, and final publication processes.
The editorial team of MEAI seeks to maintain a balance between rigorous academic evaluation and efficient editorial management, facilitating timely publication and effective dissemination of accepted manuscripts.
MEAI is a scientific journal edited and managed by Editorial JOGB S.A.S., responsible for editorial coordination, peer-review administration, technological infrastructure, and digital preservation of published content.
MEAI operates under a non-commercial open-access model, ensuring that no fees are charged for manuscript submission, evaluation, processing, or publication. This model aims to promote the free dissemination of scientific knowledge and eliminate economic barriers for authors and readers.
Editorial sustainability is based on the institutional management of the publisher, the academic work of the editorial team and external reviewers, as well as the use of digital scientific editorial management platforms.
All editorial activities of MEAI are conducted according to principles of editorial ethics, transparency, academic independence, scientific integrity, and international best practices.
Editorial decisions are made autonomously and independently, based exclusively on the scientific quality, originality, thematic relevance, methodological rigor, and academic contribution of submitted manuscripts, without influence from economic, institutional, or commercial interests.
Furthermore, Editorial JOGB S.A.S. maintains editorial, academic, and scientific cooperation agreements with international higher education institutions, including Universidad Técnica de Oruro, through the participation of the Technical Faculty and the Faculty of Law, Political and Social Sciences, which are part of the academic co-editorship of MEAI within the framework of the Cooperation Agreement on Editorial, Academic, and Scientific Activities signed on March 5, 2026.
These agreements strengthen academic exchange, collaborative research, specialized editorial advisory activities, and the consolidation of regional and international academic networks, reaffirming the institutional commitment to internationalization, Latin American cooperation, and the open dissemination of scientific knowledge under standards of quality, ethics, and editorial transparency.
